[Green] Several things: Survey, and frack-waste barge permit request i

GS Folks:

    Attached is the letter I sent to the USACE about the  barge offload project.  It's not the best letter, but what's more important than my one letter is that many letters are sent. I've found that if you change the first paragraph of my letter and make a few other changes in wording the recipient will not notice similarities; you can copy my text--if you haven't already drafted a letter.
