The country engineer would have facts and figures to support his claims 
- perhaps he can share his data.  Also, the USDA Farm Service Agency has 
had lots of financial claims of loss of hay and dead cattle (due to lack 
of nutrition in the hay that was produced from too much rain).  They 
would have data for sure.  Annie
