[Green] Commissioners Proposal on Brine Waste

Green Sanctuary Committee:

      At yesterday's meeting we discussed the Washington County
Commissioners' proposal about the tax on brine waste.

     Vic Elam has already drafted a message about this idea.

      And I have drafted a message.

      They are both attached.

       Please take whichever one you are more comfortable with,make
some revisions so it does not appear that we copied/pasted the same
document--best if starting with the lead sentence).
