[Green] Harmar riverbank update

Andrew Clovis, Cindy Brown, and I walked the riverbank area we want to plant.
* Their first impressions: we will need a team of volunteers for regular maintenance for the first year or two.
* We may want to do the project in stages (the slope first, then the flat part of the bank, so that we are not overwhelmed with first-year weeding).
* They also recommend solarizing to kill the existing vegetation after a team goes in and rescues the desirable plants, of which there are many--we will not need to buy or grow any more late asters or wingstem from seed as there are plenty of both.
I have messaged Geoff Schenkel about the timeline (as the resolution needs to go through two more readings) and will contact Steve Wetz (Safety services director) about the possibility of doing a plant rescue and beginning the solarization ASAP.
