Well Dawn - you are right that this is not my specialty.  I did take a look at the website links you sent me and it is very fuzzy.  It seems clear that you cannot have folks debate the issue if only one is present.  On at least one of those sheets, it seemed to be okay to allow candidates to read a statement and for you to read a statement submitted by a candidate and then allow them the opportunity to mingle with the crowd and listen.  
 
I am not entirely sure who would be the best person to contact.  I know a few years ago when I was helping on an election, I contacted this law firm about an issue and they were very helpful to talk to.  They also have a just society project and this might fit into there.  Here is the web link:
