[Green] Recycling bin proposal

Hi Dawn,
The draft proposal looks good! I suggest one change: Board of Trustees (or Board) instead of Council. I'm not sure what committee oversees arranging contracts for trash pick-up/recycling. If you discover which committee, please send the proposal to them as well.
