I thought this was an interesting approach

Rabbeinu Yonah of Geronah (Talmudic scholar and ethicist of 13th century
Catalan, Spain), in his commentary to Pirkei Avot 3:2, explains
(paraphrased):

The reason we should pray for the government is because we should pray for
the peace of the entire world, and we should anguish over the suffering of
others. This is the way of the righteous, as King David stated, “For I,
when [my enemies] were ill, my clothing was sackcloth, and I afflicted
myself with fasting” (Psalms 35:13). For a person should not beseech and
pray for his own needs alone. Rather, he should pray that all people live
in peace, and when there is peace in the kingdom there is peace in the
world.
