[Green] FW: Minutes of June 16 GSC meeting

I'm including reference materials for clarification from the IRS on what is
and is not allowed as part of information I'm collecting for MOVCA
clarifying the line of lobbying and having a position / advocating. The IRS
definition is what makes or breaks what can or can't be done by particular
tax classifications.
