URGENT-Support HB 79
House Bill 79, which creates energy efficiency programs, has the opportunity for proponent testimony this Wednesday 4/26 at 11:00am. If you, your members, or partners would like to submit testimony, details are below. Written testimony is preferred to be sent in by Tuesday at 11 am. House Bill 79 would allow utilities to create voluntary efficiency programs for residential customers, at a smaller scale and cost than what was offered before HB 6, which gutted the state’s energy efficiency resource standard. The utilities, if they choose to, can offer programs to save consumers money.The bill allows utility companies to charge residential customers a maximum of $1.50 per month and spend it improving their homes’ energy efficiency through rebates on efficient appliances or technology like smart thermostats.


You can either testify in person OR submit written-only testimony. There is unfortunately no virtual option. Testimony must be submitted at least 24 hours in advance of the committee hearing (10am Tuesday). One important note – chairman often puts witnesses up in the order in which they receive testimony so the sooner the better. I have attached the following:

Short Bullet points on the legislation:
● Ohioans are already experiencing the impacts of climate change: poor air quality,
extreme weather, and increasing temperatures are putting our most vulnerable citizens
at risk. The summer of 2021 was one of the hottest in Ohio’s history, with many cities
seeing their hottest temperatures in a century.
● Energy waste reduction will help us in the fight to mitigate these worst impacts of climate change, reducing the demand for electricity generation. These programs will reduce emissions that hurt Ohioans’ health and harm our natural environment. In doing so, we’ll create good paying jobs while improving health outcomes for our children and
grandchildren.
● By reducing electric demand, this legislation will prevent us from having to build more
power stations, allowing our money saved to be used towards other critical projects, like
updated infrastructure and a resilient grid. Reducing electricity generation means less
particulate matter pollution will be generated, reducing the chance of asthma attacks,
heart attacks, and premature deaths.
●  This will create jobs and help Ohio scale up for the future clean energy careers created by federal programs such as the Inflation Reduction Act
