[Green] DRAFT notes of Feb. 21 meeting

Dear Rebecca, Not seeing anything when I attempt to open minutes. 
Are you aware of council voting Thursday to spend $13,000 for a river bank park plan that has to be complete by last January 15, 2021. 
Very confused and convoluted. EPA now is looking at river bank destruction.
