Ms. Hewitt,
Thank you for your email. You are exactly right in highlighting EPA and ODNR as the agencies with jurisdictional authority in this matter. As such, your questions would be best directed to them.
Thank you again,

Dear Commissioners Booth, Ritter, and Schilling,
According to SkyTruth, a nonprofit organization that uses remote sensing and satellite imagery to identify and monitor threats to natural resources, a “major” pipeline incident occurred in Washington County on January 20, 2021, at 10:50 a.m. Brine was spilled, and the suspected responsible party is Deep Rock Disposal Solutions.
Here is a link to the report: https://alerts.skytruth.org/report/f9e080ee-1a66-d579-a8fb-e28cbf57e5f3/

As you are, no doubt, aware, last fall, Deep Rock Disposal obtained a permit for a barge unloading facility on the Ohio River just south of Marietta that would permit fracking brine to be unloaded and pumped into an old pipeline for disposal in a Washington County injection well, presumably one located up the hill above the facility.
I hope you have investigated this spill, and are working with the Ohio Department of Environmental Protection and the Ohio Department of Natural Resources on the full and urgent remediation of this spill.
I would like answers to the following questions:
   - How many gallons of brine spilled?
   - How how much land on the surface was contaminated?
   - How deeply did the contaminant flow into the soil?
   - The spill flowed in to Mile Run, but will the aquifer be affected, or has it been already?
   - Will ground water be tested?
   - How will this spill be remediated?
   - How will you know that all the contamination has been recovered?
   - Who is responsible for paying the cost of remediation?
   - Who is responsible for oversight of the clean-up?
   - How will you ensure that spills such as this—or worse—do not occur again?
   - Will the responsible party be fined?
Thank you for your attention to this important and disturbing matter.
Sincerely,
Dawn Hewitt622 N. Seventh St.Marietta, OH 45750
