Dave,

    On Sunday Senator Joe Manchin announced his opposition to the bill. That means there are only 49 senators in support. That essentially kills the bill. Senator Schumer may bring up the bill just to have Manchin on record as an opponent. We don't know what will happen. In a CCL state meeting last night there was some talk of a separate carbon fee and dividend bill.
