I don't think statements read by a surrogate are enough to relieve you all of these obligations.  In fact, all the stuff seems to make it clear that no debate can be done with surrogates - if all he is doing is sending a surrogate with a statement, then all Shawna can do is read a statement and mingle with the crowds.  I think, based on one of the advisories I read that you sent,  Shawna could take questions from the audience.  

 

The FEC appears to treat forums the same as debates.

 

I think a quick phone call to someone who knows this area would resolve all of these issues.  Someone who knows this area of law, would know this like the back of their hand and could answer the question quickly.

 

I will text Jenni Garrison, she might remember this part of the law better.

While Sherrod Brown has offered to send us a statement, his opponent Renacci has not, so we might not be able to read Brown's statement. Will continue investigating.

Well Dawn - you are right that this is not my specialty.  I did take a look at the website links you sent me and it is very fuzzy.  It seems clear that you cannot have folks debate the issue if only one is present.  On at least one of those sheets, it seemed to be okay to allow candidates to read a statement and for you to read a statement submitted by a candidate and then allow them the opportunity to mingle with the crowd and listen.  

 

I am not entirely sure who would be the best person to contact.  I know a few years ago when I was helping on an election, I contacted this law firm about an issue and they were very helpful to talk to.
