[Green] "Empty Chair Debate" rule?!?

Is the League co-sponsoring? If not, it sounds as if what we need is clarification on what constitutes "something of value." Would the FEC really consider our forum to be an impermissible campaign contribution?

Our event has long been billed as a forum, not a debate, but it looks like the League of Women Voters have addressed that, too:
