This is not what the bill is proposing at all from what I understand, I do not it means someone wants to spy on peoples’ sex lives.  Requiring a decent sized majority of voters to pass a legislation seems reasonable to me; while allowing passage based on a very small majority of votes on either side leaves too much room for meddling with vote counts and can disenfranchise voices of a fair number of those who will be affected.
