[Council] committee chair list

Annie,
You need a copy of the directory, which I am attaching.  I don't know if we
need to include it on the list.  I got a list from Nancy which I pasted in,
but if you want to add the phones or emails, that would be great.  I'm
going to share my draft with you, although it isn't complete, so you can
edit it directly if you wish
