[Council] committee chair list

I thought I was right yesterday when I didn't want to leave the OWL 
program ideas left up in the air because there is no RE chair.  I had 
hoped that worship and music would take it on for now since it is a 
limited number of weeks.  There is a lot of enthusiasm, based on 
yesterday's conversations.  Anni
