[Council] info attached to OS for April 30th

It turns out I am the only one that received it until tomorrow when it
is supposed to be given out with the OS. I will try to download it when
I get a minute and send it to everyone. In the meantime this is what it
references: It is a copy of the Congregational Covenant dates 10/19/03
