[Council] Board Minutes

I apologize for not sending Board Minutes each month.  I never thought
about it and nobody asked until recently.
I will be sending the Board minutes from the previous month, as they are
not approved until the next month's meeting.
Cory will try to put "Board Briefs" in the Confluence.
