[Council] Green Sanctuary Committee minutes, December 2016 meeting

Dawn and all,

I noted the comment in the minutes that the city's water is a valuable
resource, in light of the continuous dumping of water to the Musk. River.
I see it every day year 'round.  Maybe there is a good reason for this????
