Subject: [Green] Application for Injection Well Permit

Green Sanctuary Committee,

As many of you know, there is an application to the Ohio Department of Natural Resources from a Virginia-based company for yet another injection well in Washington County (this one in the Little Hocking area--Belpre Township). I have reviewed this application
and have drafted some objections (attached). I have attached the application as well.

I have also reviewed the state regulations that apply to requests for permits for injection wells and learned several pieces of information, which are cited in my list of objections. Most importantly, I learned that objections to the application need to
be justified in terms of public health, safety, and good conservation practices. I have done so with all the objections in my list.

I would respectfully request that others submit their objections and cite these three criteria.

Also I would ask that those who submit objections ask for a public meeting on this application. In response to my first message to ODNR asking about a public meeting, I was told that only public officials or those who live within 1500 feet of the site
can request a public meeting. When I pointed out that the regulations do not specify this limit of who can request a public meeting, I was told that other people --like any us--can request such a meeting as long as reference is made to public health, safety
of good conservation practices. I would, therefore, ask that anyone who submits objections also ask for a public meeting

The public announcement of this application, which appeared in the Marietta Times form March 25-March 30 indicated that members of the public have only 15 days from the last public announcement, i.e., April 14, to submit comments/objections. As I state
in the attached document, the application for this injection well was not posted on the ODNR web site until April 1; that means that if someone wanted to access the application right after they saw the public announcement, they could not. Therefore, I would
ask that in any list of objections you ask for an extension of the public comment period.

I would welcome any edits to my draft document. If you do make changes in the draft document itself, please rename the document, let me know the changes, and return it to me.

In summary I am asking as many residents of Washington County as possible to do the following:
1. State your objections to this application in terms of public health, safety and good conservation practices and send to ODNR before April 14.

2. Ask for a public meeting

3. Ask for an extension of the public-comment period.
