>From what I am finding, congregations join their state IPL affiliates rather than IPL itself, though it is the national that certifies Cool Congregations. I have attached the certification form, and we definitely seem to qualify. We can also join Ohio IPL as
 a Covenant Congregation; they ask for a donation based on the congregation's budget. That form is attached as well. There is no mandate for a congregational liaison, though the organization recommends having a Faithful Advocacy Captain, someone who works with
 the congregation to advance federal climate policy (rather as George and Dave have done with CCL).</div>
